Tasks:
1. Develop HSE process/instruction (way of working), ensure of implementation within operational activities and embedded within Quality Management System (QMS);
2. Manage yearly HSE department plan PDCA cycle to support company (HSE) objectives;
3. Ensure that area of responsibility is proper organized, staffed, skilled and directed at HSE organization, motivate and develop subordinate within HR policies;
4. Organize operational risk assessment & evaluation (RA&E) together line organization, to defined and implemented risk control measures which embedded under QMS;
5. Implementing (applicable) HSE regulation, policies and standards by support line organization in understanding obligations, liability and how to fulfil their roles on compliance to regulation, policy and standard;
6. Organize compliance review (audit), discuss with discipline manager and management team on reported deviation and correction;
7. Initiate project HSE plan, discuss with project manager and (if needed) client to alignment of project HSE expectation, organize resource to response demanding from project;
8. Organize awareness session/activity among organization, engaging internal & external stakeholders in order to raise awareness and gain commitment on “Incident Free” vision and Huisman value;
9. Report HSE performance and progress while implementing company (HSE) objectives and department plan, propose improvement advice and facilitating on implementation;
10. Report of HSE incidents, motivating case learning and best practice among Huisman China organization and all levels of employees;
11. Managing emergency response team (ERT) organization and procedure, organize regular review/drill toward ERT organization and procedure. Support management team (or temporary crisis management team) in dealing with any of specific crisis case;
12. Taking business contact roles with HSE related authorities, from daily HSE operation and specific HSE cases;
13. Any other tasks assigned by the management team.
Responsibilities:
Responsible for operation & development of HSE department in Huisman China
Responsible for facilitating company level HSE program/project in Huisman China
Responsible for lead HSE culture strengthening role on site
General requirements:
Demonstrated experience/knowledge at applicable regulations, (HSE) management system standard and risk control tooling (JSA etc.)
Role model in leading, managing HSE activities
Requirements:
Education: University degree in Engineering / Environment / Safety or equivalent
Experience: Minimum 8 years of professional experience in HSE fields
> 3 years supervisory/leadership experience as department head
Work experienced in heavy equipment manufacturer or construction project in safety and good linked between knowledge and practice
Language: Able to communicate fluently (oral and in writing) in Mandarin and English
Computer: Good at Microsoft office
Certificate: Local certified safety engineer required, Nation-certified safety engineer is preferred
ISO certificated internal auditor is required (ISO 14001/ISO45001 etc.)
Others: Strong leadership; Benchmark of HSE discipline; Work independently, Self-motivated; Patience with a sense of urgency; Interpersonal skills and influence personal on commitment.
